A Company Born from Seeing a Better Way

When Paul Wheeler founded Bluewater Telecommunications in 2016, he was coming out of the contracting side of the telecom engineering world. He had spent years watching projects get bogged down by inefficiencies, poor communication, and a lack of urgency especially when customers needed high-priority work handled immediately.

Paul believed the industry could operate differently. Faster. Smarter. With greater accountability. And with a level of ownership that did not end when the workday was done.

“I never minded the hours,” he says. “But I always wanted to do more. If the job needed a hundred hours, that is what I would give.”

He launched Bluewater Telecommunications with a simple belief: if you do the work better than anyone else, customers will stay. That proved true some of their Tier-1 carrier clients from day one remain loyal customers nearly a decade later.

Engineering First Then Construction, Utilities, and Expansion

Bluewater began as a telecom engineering and network design firm, specializing in fiber-to-home (FTTH) infrastructure and commercial broadband services. The work quickly expanded.

Carriers needed more from them; construction, electrical, utility support, hydro-excavation, soft digging, conflict resolution under roadways, emergency repair strategies, and solutions for complex underground fiber failures.

Bluewater delivered; over and over again. Many of these engagements began as emergency or recovery efforts and evolved into long-term client relationships.

As Paul describes it, the company became the one customers called when things went wrong when a fiber line snapped under a major road, when a conflict threatened a shutdown, or when a problem required more creativity than brute force.

“Our clients know if they call us, we will find a solution,” Paul says. “And if a solution doesn’t exist, we’ll create one.”

This mindset became the company’s competitive edge.

A Boutique Mentality in a Critical Infrastructure World

Ashley Wheeler describes Bluewater as “boutique” not in size, but in philosophy.

Their mission is simple: Finish what they start. Push beyond obstacles. Solve problems other companies walk away from.

Their service lines now span:

  • Gas utility support

  • Soft digging and hydro-excavation
  • Locating and field investigation

But the heart of Bluewater is not what they do; it is how they do it.

They are relentlessly solution driven. They do not abandon projects. They do not tell customers “No.” They find a path forward, while maintaining safety, compliance, and long-term system integrity.

This mindset is why they are entering 2026 approaching their 10-year anniversary with plans to scale intentionally from approximately 50 employees toward 150 over the next three years.

The Courage to Stay Self-Funded

One of Bluewater’s defining decisions has been remaining completely self-funded. In an industry dominated by private equity, the temptation to accelerate with outside capital is always present, but Paul and Ashley held firm.

Taking on investors, they felt, could dilute their standards. Outside capital comes with competing priorities. It adds pressure to cut corners, sacrifice quality, or move faster than infrastructure work should allow.

Some years were harder because of it. Cash flow was tight and growth was slower. But autonomy stayed intact.

“We’ve always had the freedom to do the right thing,” Paul says. “If we need to take a loss on a project to finish it the right way, we have the autonomy to do that.”

This approach has allowed Bluewater to grow without debt-driven pressure or forced exits. That autonomy helped define their reputation.

A Culture Built on Transparency, Family, and Open Doors

Bluewater’s culture is a blend of two worlds: experienced industry veterans and fresh talent coming out of UCF and other universities. It could be a clash. Instead, it has become a strength.

“We’re very transparent,” Ashley says. “And with transparency comes trust.”

Younger employees learn the realities of the workforce, not the polished version taught in classrooms. Older employees adapt to modern communication styles. Everyone learns. Everyone contributes.

Bluewater operates with no closed-door policies. Anyone can reach Ashley or Paul. Ideas are welcomed from every level of the company if it is good; it is good, regardless of who said it.

The company also has a deeply family-oriented atmosphere. Ashley’s brothers both work in the business, one in software development, one in logistics and warehouse management. Both started part-time during college; both graduated while working at Bluewater, and both plan to stay.

Moments like that are what success looks like to Paul.

“Anytime I hear someone bought a house, had a child, graduated college; that’s a success to me,” he says. “Those milestones mean more than revenue.”

Hyper-Growth and the Challenge of Hiring the Right People

While revenue growth has historically ranged between 50% and 100% year-over-year, Paul and Ashley are honest about the challenges ahead. Their biggest hurdle is not expanding offices or opening new states; it is finding the right people to sustain excellence.

“People can interview well,” Ashley says, “but can they start and finish? Can they produce consistently as we scale?”

To prepare, Bluewater evaluates every system through one crucial lens: Is it scalable?

  • HR systems.
  • Time management.
  • ERP platforms.
  • Communication models.
  • Operational templates.

Everything must be built for sudden demand because in their industry, a $5 million project can appear with only three days’ notice.

“Failing Up”: The Philosophy That Built Bluewater

Ashley uses a phrase that perfectly captures the company’s story:

“We’ve always failed up.”

Bluewater has faced adversity of cash constraints, operational growing pains, and industry volatility. But every challenge taught them something. Every setback became an advantage. Every failure led to a better version of the company.

“It’s not a failure if you learn from it,” Paul says. “By the thirtieth time you try something and it works, that is success.”

And they’ve succeeded more often than not.

Community Commitment: Investing in the Next Generation

Bluewater supports the Boys & Girls Clubs of Central Florida, especially the South Orlando location, which offers STEM programs, trade exposure, and interview readiness training for young people.

Paul and Ashley toured the facility personally and were moved by its impact. They had planned a charity golf tournament this year but postponed due to project demands; their commitment remains, and they expect to host the event in the coming year.

They believe strongly in empowering the next generation to pursue trades, engineering, and technical careers — fields essential to the country’s infrastructure and economic future.

Advice for Entrepreneurs

Paul’s advice begins with perseverance:

“Do not give up on yourself. Customers remember the people who did not quit, even when the odds were against them. But you also must be smart about where you put your time and energy because as your company grows, time becomes the most valuable thing you have.”

Ashley’s advice echoes his but focuses on resilience:

“Do not be afraid of failure. Learn from it. Enjoy the journey. Failure is also success; it is what you make of it. And do not measure life by hours. Measure it by progress.”

Together, their message is simple: Trust the process. Fail up and keep going.
